You may wish to consider the 5E approach to development - Examine, Experience, Exposure, Education and Evaluate. The approach is illustrated in the diagram below. The process is a cycle so having identified development activities, implemented them and evaluated their success, the process begins again. The percentages provide a rough indication of how much of your development time you may wish to spend on each activity.
